To develop its portfolio of green energy production capacities from renewable resources, SNGN Romgaz SA, intends to purchase photovoltaic parks and/or wind farms with the following characteristics and under the following conditions:
a. For parks in the construction phase:
Production capacity between 35 MW and 150 MW (AC);
Shall hold a construction permit;
Shall have an EPC Contract in place;
Shall have a Grid Connection Agreement concluded between the system operator and the user;
Shall provide evidence of the right to use the land on which the park is/will be built;
Commissioning of the park, the internal electric installation and the grid connection infrastructure to be carried out by the latest in Q1 2026;
Transaction will be made after commissioning – COD (after successful commissioning and installations begin to produce energy to obtain revenue).
b. For parks under construction:
Production capacity between 35 MW and 150 MW (AC);
COD not earlier than May 1, 2022;
Shall have a Grid Connection Agreement, Power Sale Agreement and Maintenance Agreement in place;
Shall have warranty certificates;
Shall provide proof of the right to use the land on which the park was built;
Shall provide evidence of performed maintenance and shall have Electrical Testing Reports in place;
Shall provide a list of unscheduled interventions performed during the operation of the park (number, type, related costs).
Photovoltaic parks shall have an efficiency of:
min. 20% for monocrystalline silicon panels;
min. 18% for polycrystalline silicon panels;
min. 12% for thin or semi-transparent panels
min. 97% for inverters;
For both cases described at items a) and b) above, a declaration on own responsibility shall be submitted stating that the project company holds all the requested documents and meets the required conditions. Offers failing to fully comply with ROMGAZ conditions shall not proceed to the evaluation phase. Upon ROMGAZ request, documents proving that these conditions are met as well as any other required documents shall be submitted after a Non-Disclosure Agreement (NDA – ROMGAZ template) is signed between bidder and ROMGAZ.
The technical-economic proposals shall include, at least, the following:
declaration on own responsibility (as mentioned above), and
financial proposal (expressed in Euro/MW AC),
and shall be submitted energieverde@romgaz.ro, by May 31, 2024.
