ROMGAZ clarifications regarding the decision to seek the dissolution of the Greenpeace Central Eastern Europe foundation in court

ROMGAZ has decided to file a petition to the court to dissolve the Greenpeace CEE (Central Eastern Europe) Romania foundation, Tax Number 37026417 – plaintiff in the cases concerning the Neptun Deep Project, after completing the procedural steps and conducting the necessary preliminary analyses.

The demand for payment to which Greenpeace CEE (Central Eastern Europe) Romania – Tax Number 37026417 was ordered by final court decision no. 667/2025, in file case 30529/3/2024, was communicated to the debtor by the judicial executor on April 15, 2025.

Following the proceeding of forced execution against Greenpeace CEE (Central Eastern Europe) Romania, Tax Number 37026417 it was found that it has no assets, no movables or immovables, liquid assets, or any accounts opened with banks or Treasury. In other words, the foundation is insolvent.  

ROMGAZ found, after consulting the official website of Greenpeace Romania, that there is another entity with the same name but a different Tax Number (i.e., Tax Number 22747989). Furthermore, we found that donations requested from the public to fund Greenpeace's activities are collected by Greenpeace CEE (Central Eastern Europe) Romania, Tax Number 22747989.

The two entities are listed separately on the website of the Ministry of Public Finance, and neither of the two Tax Numbers is inactive or deregistered.

Thus, we have found that these two NGOs have names that are deliberately likely to cause confusion between them for the public and the authorities. In ROMGAZ's opinion, the legal actions are being brought by Greenpeace CEE (Central Eastern Europe) Romania, Tax Number 37026417, namely the insolvent entity, which is being used solely as a tool to initiate litigation and block various projects, and ultimately, in the event of losing the litigation, to avoid any liability for legal costs and damages caused.

According to legal provisions, if a foundation becomes insolvent or pursues a purpose other than that for which it was established, its dissolution shall be determined by a court decision. ROMGAZ has asked the court to examine whether there are legal grounds for dissolving Greenpeace CEE (Central Eastern Europe) Romania, Tax Number 37026417.

ROMGAZ is confident that the court will correctly examine the claim filed against Greenpeace CEE (Central Eastern Europe) Romania, Tax Number 37026417, and assures that it will comply with the court's decision.

ROMGAZ believes that Greenpeace has the right to take legal action, but also the obligation to comply with legal provisions, just as Greenpeace should recognize ROMGAZ's right to take legal action.

ROMGAZ reiterates that the Neptun Deep project complies with applicable legal provisions and that this project will ensure Romania's energy security.

To avoid any speculation and clarify certain inaccuracies in the media, ROMGAZ would like to state that the Minister of Energy, Mr. Sebastian Burduja, was not involved in and did not decide to initiate legal action by ROMGAZ against Greenpeace CEE (Central Eastern Europe) Romania, CIF 37026417. Mr. Burduja, in his capacity as Minister of Energy, was informed after the action was filed.

ROMGAZ appreciates the support that Mr. Burduja, Minister of Energy, gives to strategic projects that ensure or will ensure the energy independence and security of ROMANIA.
